I got sensor 3 from an anomaly event and ships use it but all starbases don't upgrade and stick with level 1 sensors.

Find this happens with ships as well, I have to actually upgrade them manually or learn the level 2 tech for the auto-upgrade to take effect. This has actually been in effect since the game was first released. At least on PS4. Pre 2.02 it was evident more often in engines. Anytime you get a tech that is a level above what you have researched naturally, you have to manually apply it.
