Is it possible to make a mod that allows you to start with a settler unit instead of a pre-build capital so that you can choose your own starting city location? The first city you settle would become the capital.
 
Not possible atm, when you have no capital you loose instantly.

Not true. When using the big dragon perk you start with a unit and no capital. Afaik the unit has the capital xml tag or something like that, but if you give it to a settler you would probably lose when creating your city as the settler is destroyed in the process. You might need a LUA script to transfer the capital status from the settler to the city. Don't know if that's possible at the moment. Devs?

The Dragon act like the capital, and you don't have a capital city then, so when you loose it you loose the game instantly.
And the game don't wait until end of turn to look if you loose, when its gone you loose instantly!
So atm it is not possible to start with a settler!
 
Actually it is possible. You just have to create a new custom settler (with <s_unitType>Capital</s_unitType>) and a custom "found a city" action with <s_buff>ElvenCapital</s_buff> (or other capital). I tested it and it works - when you use this settler to found a capitol you remain in game.

Update: It seems that game doesnt appreciate this idea in sandbox and insist on putting your settler right next to a high-level monster lair. I got Tormentors and Shadow Bats right next to my settler in two separate tests.

Update 2: Same thing happends with Tal Kalessil, so I guess it is normal for start with a unit-capital.

Can you make it found a capital with 4600 pop or whichever is the normal starting pop for a capital? I remember in W1 changing the minimum pop for a city to 2000 so that you could insta move them all the time but that affected all cities.
