Starting French Frigates

When playing GC as France, I massed my entire fleet into one large force and then engaged the Russians. After defeating them, I pulled the fleet into Toulon and 'reinforced' (repaired) it. When the ships were ready, I redeployed all of them back to Toulan.

Problem is, four of the French frigates had 'homes' in small central German states--all of which were landlocked and never occupied or allied to France. I could not redeploy the ships out of the reserve pool. I'm not sure if this is just a random bug or something put in the initial force pool for the French navy.

Taking a look at the French naval OOB for 1836, the following frigates have a home province that does not belong to France:

Belle Gabrielle - 865 (Pforzheim)
Didon - 866 (Heidelberg)
Caroline - 867 (Freiburg)
Herminie - 868 (Konstanz)

Are these the frigates causing you problems?

I am still curious on how they were assembled and built in landlocked German states. Maybe a sneaky Prussian plan to undermine the French Navy?

This is definitely a bug then. Derek - For simplicity's sake, the location for the four warships should be changed to 884 (Toulon, where the warships are initially based at).
