State modifier missing in Antofagasta state

Description​

The South American state of Antofagasta is missing the "Cordillera de la Costa" state modifier. It should have it since the real coastal mountain range also runs along the Antofagasta region. Therefore I consider it as a bug.

Steps to reproduce​

Start game, look at Antofagasta state and compare with other "Cordillera de la Costa" states
