Description​

No state is transferred when added as a article in a renegotiated treaty

Steps to reproduce​

- Start as Spain
- Renegotiate the Treaty of the Quadruple Alliance with Portugal
- Ask them for State Transfer of Azores/Madeira/other and make it so they agree (use obligation, give military access, etc)
- Observe that no State Transfer occurs
