Stationed guards don't stop escaping prisoners

had several prisoners run halfway through my prison past stationed guards who just ignored them. only snipers seemed to "see" them.
Hiring guards next to escapee's seems to work, but guards who are doing something (patrolling, on break) don't do anything.
This has happened several times.
