Possibly a stupid question but have you tried closing Steam completely, rebooting your PC and then starting Steam as administrator? Basically the problem is that the launcher couldn't talk to Steam:

I've tried that, I've tried deleting the game and reinstalling it, I've tried deleting files and so on... Nothing worked. They worked ONCE and then it went back to normal, I could open the launcher normally a single time.
Thus showing it's a problem with, or at least triggered by, the current launcher version. @TinyWiking

They seem to think it might be mods, but I don't use mods and this is Occurring for four different Paradox Games, so something to do with the launcher.

It's been about 2 weeks, are there any developments on this issue or anything we can do at all?

- Right click the game in question in Steam > Properties > Launch Options
- Paste in this: --pdxlDebug
- Run the game
- Once it fails to launch, locate the logs in the following place depending on your platform:
%LocalAppData%\Paradox Interactive\launcher-v2\logs\
(example: C:\Users\{user}\AppData\Local\Paradox Interactive\launcher-v2\logs\)
I actually thought 2023.2.1 would help with this - is that what you are on now?
If so do you still get that SteamService error in the detailed log?
Actually, no. I am on 2023.2.1 and it still gives the same error message.

Yes, I am on 2023.4.1 and it still gives the exact same error message.
I don't know then. Let's try making this file:
~\AppData\Local\Programs\Paradox Interactive\launcher-v2.2023.4.1\steam_appid.txt
even though it should not actually need to be in that location.
Just make it in Notepad as a plain text file, and in it place the game's Steam ID:
236850

It didn't work, however, in the Paradox Interactive file, there were folders for the previous launchers of the game, would deleting them maybe solve the issue?
