? Hard to understand why if that file is actually there now.

Let's try something more comprehensive.
Please try this:

- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/{userName}/AppData/Local/Programs/Paradox Interactive/
- C:/users/{userName}/AppData/Local/Paradox Interactive/
- C:/users/{userName}/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- exit the Steam app entirely
- run steam.exe as the Windows Admin user
- run the game from the PLAY button in Steam

So, I did all of these and then opened the game as you said, then it said to "rename or delete launcher-v2.sqlite (?) from the Paradox Interactive folder in the Documents folder." So I deleted it, exited the steam app, ran steam.exe as admin and then opened the game and as it seems the problem has been fixed. However, if it does repeat (as it has done in the past), I'll write here.

As I had expected, the same error has appeared again. All it took for the error to reappear was to restart the computer.
 
Same thing is happening to me. When I reinstall the launcher, it works fine once and then I will again get the "Steam runtime communication error".
I have tried everything that I found here. I even reinstalled steam itself and then installed EU4 again.

There is same error in launcher log:

2023-04-02T07:28:25.057Z (pid:14716) error [SteamService]: Failed to initialize Steam API: Error: Steam initialization failed. Steam is running,but steam_appid.txt is missing. Expected to find it in: ~\AppData\Local\Programs\Paradox Interactive\launcher-v2.2023.4.1\steam_appid.txt

Its funny, that when I press ignore and start the game, all DLCs are present, so game communicates with steam without problem.

this issue started happening after I updated my PCs components (CPU/motherboard/RAM)

What if you make a new Windows user on this machine and log into it with that? Do you still get this?
 
Unfortunately I have completely destroyed the game with my experiments yesterday and had to reinstall it again. At the moment it works, but only when I start steam with administrator rights.
 
It ought to be the case that setting these to run as Admin achieve the same as doing that:

dowser.exe (in the Steam EU folder)
C:/users/{username}/AppData/Local/Programs/Paradox Interactive/launcher-v2.2023.4.1/paradox launcher.exe
C:/users/{username}/AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe
