The mod only supports JPG. Open up your PNG file and save it as JPG with correct file extension. Then update that line. For future reference, the error.log gives information about mod launcher issues.

I don't recall the exact file location, I can check at lunch. But it should be in the same file structure in the Stellaris folder as your mod.
