Terrible idea... just terrible. It only makes a small amount of sense for Skyrim because it's out of active production.
If its out of active proiduction, then why does bethesda deserve a majority cut of the pie for doing nothing, while the modders get 25% . I don't think any developer or publisher deserves that, active or inactive.

Occasionally you might get invited to a nice dinner by a friend for free and it tastes great. But you can have nice meals everyday because there are many restuarants that other people are supporting.
Having option for people to put a price on their work seems like common decency to me.

That said, the rate the developer gets is ridiculous. And it is potentially incompatible with steams preference to keep same version of the game everywhere, i.e your game is patched and your paid for mod is dead.

Does the original developer get it? Or does Valve get it?

And doesn't every game have a different rate? Or is it always 25%?

Both get the cut, and while the percentage it may differ I believe at the discretion of the publisher (developer in this case) 25% or thereabouts has been thown around by quite a few different sources as the estimated amount on average modders may get.

One of the debut mods was already taken down for stealing content and another modder has put ads in their free version that tell you to pay him.
 
As a modder I wouldn't want this. The whole point is that mods should be free, I didn't make an engine, I didn't make the models. I'd much rather give out content that I had fun making for free instead of trying to hit a deadline to make some more money on a project I found boring.

Sigh, finally the rotten capitalism and monetization descends on Steam modding too. I had feared this day.

Yes I know paid mods have been there for a long, long time, but I seriously hope Paradox don't indulge in that kind of practice.

As Deathlinger said above, the whole point of mods is that they are free. If modders want money for them or feel that their work must be appreciated, they already have the option to ask for donations. Besides if mods become paid, it would have a really bad effect on the modding community, not only with Paradox games but others too. People would lose interest if it became monetized.

steam genuinely has a good idea, but are going about it in literally EVERY WRONG WAY POSSIBLE. now if the whole "pay for mod" was implemented in a Patreon-like fashion where you get the mod- and then have an opportunity to donate whatever you feel like as an analogue for "thank you for making this this mod", that would be perfect! not blatantly greedy like this doomed from the get go system.

plus as the general uproar over rates point out, the percentage of which the modder gets is just flat out unethical. now if it was 25% steam/25% parent company/50% modder, it'd make perfect, logical, and quite reasonable sense, instead of what can only be described as "The Nintendo Approach".

i seriously doubt PI, let alone most established companies (except EA who, as we all know, most universally hated companies on earth) will go for this. i'm going to bet that the paid mods crapshoot is going to crash and burn. calling it now.

Still the idea is that the modders decides if they want to sell their mods or not. I think companies which allows modding (like PI) wont press the modders to make their mods being not for free. Of course, there would be always some greedy people, who would say "i made the mod, now pay for it" but IMHO, these modderss would be a minority.

Because it's still their product.

Just like a game company still has to purchase right to use a game franchise (fallout 3/new vegas ?) even if it "fell out of active" production.

Because they wrote the base game and the Creation Kit that modders use. It's like a licensing fee for the otherwise free technology.
