[2021.3] Science ship stuck in infinite system survey loop

Please explain your issue is in as much detail as possible.
When I attempt to survey a specific system (The systems of rat folk on the junk tomb world) the science ship will finish surveying the system, and stop. However, the system still shows up as unsurveyed from the galaxy map, and the science ship can be ordered to survey it again, which it will do and then stop, but the system will still be unsurveyed. There are two science ships from a neighboring empire stuck infinitely surveying the systems (they are on automatic exploration).
The planets are named Lost Encampment and Ruinous Core in one unsurveyable system (they are the planets that the ships survey infinitely), Crumbling Borough and Decayed hub in a second unsurveyable system, and Fallen Outpost in the third unsurveyable system.
I am not using any mods. I have every expansion except the newest one, Nemisis.
My game is in ironman mode.
The species on the unsurveyable junkyard tomb-world planets are called Ketlings
I have verified the integrity of my game files via the Steam tool.

Start game
Discover Ketlings
Attempt to survey their planets
The ships in the attached picture (one from my empire, one from another) have been surveying those two planets, going back and forth between the two, for several decades.
