3.0.3(927c) automatic settlement doesn't work somehow

Synthetic Dawn, Utopia, Leviathans Story Pack, Apocalypse, Megacorp, Lithoids, Federations, Nemesis

Do you have mods enabled?

Please explain your issue is in as much detail as possible.
I wait for about 10 years in game but Unemployment in some planets doesn't leave. I'm sure they have full citizenship with no migration controls. And I'm sure there are available jobs in other planet.

Steps to reproduce the issue.
It's usually happen when I conquer the planets with certain name which belong to Fallen. They have too many pop and I got about 40 Unemployment so I found the bug. It can also happen in other planet somehow, and I don't know why. In attach image Unemployment in The Core decrease 4 pops just because they become criminal. None of them leave even 10 years pass

This is the same issue popping up in all of the other resettlement threads. FE colonies, starting VD non-capital habitats, the Sanctuary ring world, none of these are being assigned a "colonize_date" at game start, so when the game is checking the age of the colony, before trying to resettle unemployed pops, it doesn't work. The resettlement system, for all intents and purposes, just doesn't think the colony exists yet.

is THAT what's causing this? i was going crazy trying to figure out why The Core wasn't emptying out.
