Empire capital Icon not centered in icon window, causing icon cutoff/wrap oddity

Steps to reproduce the issue.
Start game, check Cpital icon in outliner/planet screen

Not confined to planets: seeing this for a void dweller community, too

Also, bureaucratic world icons are now just the automated world icon lol
