[3.0.3] [d281] Diplomacy screen shows wrong government icon and founding species

Please explain your issue is in as much detail as possible.
The issue is that empire will show the wrong authority icon and the wrong founding species on the diplomacy screen. This can cause for example it showing a hive mind as democratic and with normal empire civics or with a fanatic authoritarian with mega corp authority and civics.
Steps to reproduce the issue.
1. Go to contacts screen.
2. Click any standard empire (No enclaves or marauders).
3. Enter the diplomacy screen for that empire.
4. Click the select target empire button in the top right of the diplomacy screen.
5. Select a new empire from the list.
Note that the new empire has the same government icon and founding species even if it should not be that case.
