Please explain your issue is in as much detail as possible.
The Ruthless Developer (leader_trait_arbiter) trait does not correctly apply the sector-wide pop growth penalty. As far as I can tell, this is due to the "s" in the number in line 2360 of 00_governor_traits.

Steps to reproduce the issue.
Get the Ruthless Developer trait on any of your leaders (or open 00_governor_traits on line 2360).
