Please explain your issue is in as much detail as possible.
If you unemploy pops by deprioritizing their jobs they will not take a new job when it opens up.

Steps to reproduce the issue.
1) Start a new game with any empire
2) Open your starting planet and switch to the Population tab
3) Decrease any job priority until a pop is unemployed
4) Increase that job priority again
5) Confirm that there is an unemployed pop and an open job in the same stratum

It seems that only one pop is moving per job update event. So if you remove all the e.g. Technician jobs, then restore them or set them back to full with shift+click, you only get one technician. But if you increase the count one by one you should get all your workers back to employment.

Still a bug, but it comes with a workaround.
 
I have the same issueto get non slave pops going into specialised job
trying playing with my pops on Tediss prime (passing month seems to get only one pop up the social class)

pop changing one by one even with the month passing when you change planet designation (ex on the same save change grunthirst prime designation from factory to forge world. Even if the jobs doesn't exist any more the pops are changing from forge to factory or reverse one by one)

Enforcer job isn't being filled and they're not auto resetting without transit hubs. I'll end up with 5 on a planet once in a while. Seems like they fixed or changed the probability?
 
There will be more information regarding this next week on the dev diary.

The bug with workers not going back to work if you have a unemployed specialist has been reported probably 6 times now and was already fixed but the beta doesn't get bug fixes patched into it.

I will go fix the pops going unemployed when you switch into factory world designation.

It will make more sense after you read the next weeks DD ^^
