3.3.0 beta war ai stops working

Please explain your issue is in as much detail as possible.
The strongest AI ingame, a genocidal AI called "Eater Swarm" is getting attacked by a federation, which was severely damaged by the crisis. This is their first war after the last crisis fleet was beaten. Normally the genocidal AI would easily kill the attackers, but for some reason its superior fleets all camp at their homeworld. They are doing this already since the crisis had appeared and the swarm fought some of its fleets in its territory. The war AI of this genocidal empire seems to have become braindead.

Steps to reproduce the issue.
Load the save. See the empire called "eater swarm" lose more and more planets in a aggressive war against a federation, while all its fleets are stuck at the home system and arent moving.

Stuff like this tended to happen in 3.2 too. Once the end game crisis is over the war AI starts to behave weird. Might be an fallback issue, from crisis fighting mode to normal.

Edit: OK, I was wrong. This is not connected to the crisis fighting ai. Just had the same issue in another game in year 2300, long before any crisis spawned. This time two AI empires attacked a very weak terravore from two opposite sides. But only one AI attacked, the other was just sitting with 20k (more than enough to kill the terravore) at its capital. In the end the terravore managed to almost kill the second AI, while the first continued camping until the end of the war. The first AI had a clear path without any defending starbases. Its territory was connected via one hyperlane to the terravore and yet it did not move its fleets.

seems like a serious AI problem, here's hoping @Offe or @MrFreake_PDX or someone can look at your savegame. thanks for reporting this stuff
 
Thanks for reporting, and uploading the save game. There are many known issues with AI military fleet behaviour not working as well as we want to and I don't think this issue is introduced in 3.3.

For 3.3 the main focus has for me been on the economy. However, AI war management is 100% on our radar as important things to fix but can't promise anything for 3.3.
