Synthetic Dawn, Utopia, Leviathans Story Pack, Apocalypse, Megacorp, Distant Stars, Ancient Relics, Federations

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
If you click any edict, the edict is automatically canceled(the tick in the checkbox disappears) and the edict effect doesn't happen, despite having enough edict funds, gain and reserves.

Steps to reproduce the issue.
I was playing a machine intelligence and my food was at 0. Buying some food stopped the bug from happening, but after food dropped to zero the bug happened again.

Please make this a high priority bug and deliver a fix very soon.
Always having to set the edicts new is just so tedious that it basically sucks all the fun out of playing.
It takes the flow out of the game.
At the moment I am considering to quit playing until the bug is fixed.

I am playing Libra v3.3.2 with all currently published DLCs active with some mods for optics and also "Gigastructural Engineering & More".

I've noticed that it's triggered by not having enough of something. While it still has been recorded as a bug, edicts won't reset if you don't let a resource run out. It happens regardless of what resource has run out, which I'm assuming is the part that is a bug.
