If you're playing a Machine Intelligence empire and set a species with the Mechanical trait as the prioritized species for pop assembly, pop assembly will ignore the prioritization when choosing which pop to assemble next and start assembling a machine pop instead.
This is particularly annoying for empires using the Organic Reprocessing civic, since they can't get the Harvesters trait on machine pops. They're forced to grab a mechanical species from a regular empire to use, and then manually re-prioritize it every singe time any agri-world finishes assembling a pop.
Steps to reproduce the issue.
1. Play a Machine Intelligence empire.
2. Acquire a pop with the Mechanical trait from a regular empire so thta you have access to a mechanical template.
3. Set that mechanical species as the prioritized species for pop assembly on one or more colonies.
4. When the mechanical pop finishes assembling, the colony will automatically revert back to assembling a machine pop of your main species next instead of the prioritized species.
