[3.4.5 (a361)] Starbases in conquered systems don't cancel shipyard queue

Please explain your issue is in as much detail as possible.
When you conquer a system and the starbase has ongoing construction, it isn't canceled when the shipyard changes owners.
Notably this allows you to break the titan cap if you conquer a shipyard while it has one under construction. I also managed to get a jump drive construction ship this way before I researched the tech myself.
Steps to reproduce the issue.
Gain control of a starbase from another empire while it has ongoing shipyard construction. Not sure if it's relevant, but the war I noticed this in is a total war.
