[3.7.2-Canis Minor] (e793) Regression from 3.6: Allied fleets (from war) are no longer selectable/show details in galaxy map

Please explain your issue is in as much detail as possible.
3.7.2 has broken something, such that you can no longer select fleets that are from war allies in the galaxy map (i.e. allies not that you are the overlord of, but rather that is an ally purely because of a war, such as an Independence War from someone that you supported war with, or a Defensive Pact ally).
Similarly the tooltip for them shows nothing but "Friendly fleets".
This used to work with 3.6/Orion and it makes it a nuisance to gauge how strong allied fleet deployments are.
Steps to reproduce the issue.
1. Enter into a war with an ally that is not in your federation or that you do not have an overlord/subject relationship with. In my repro I have seen this several times supporting independence war of someone's subject, when that subject rebels, for example.
2. Observe that you can't click on any of the fleets of that ally/those allies from the galaxy map (similar to how you can't click on reinforcement ships). Fleets belonging to Fed/overlord relationship empires still can be clicked on.
3. Observe that you also get nothing beyond "Friendly fleets" in the galaxy map tooltip. It should show the fleet names and fleet power and fleet health.
