Please explain your issue is in as much detail as possible.
I find a issue that, even you don't choose Fear of the Dark origin during empire creation, you can still choose 'Fear of the Dark (Sol)' as your starting system. As a result, you will have Mars as a habitable and uncolonized desert world.
Here I attach some screenshots from my playthrough as UNE with Prosperous Unification origin.

Steps to reproduce the issue.
1. Creating a empire without choosing Fear of the Dark origin, and choose other origins instead (e.g. Prosperous Unification)
2. Choose your starting system in empire creation UI, then you will find the 'Fear of the Dark (Sol)' is selectable.
3. Choose 'Fear of the Dark (Sol)' as your starting system, and enter the game.
