Please explain your issue is in as much detail as possible.
Broken Shackles empires are blocked from setting citizenship status of pops as Undesirables, however machine pops cannot have any other citizenship status. The result is that the only citizenship option available, Undesirables, is greyed out and unable to be selected. I imagine that the same happens for hive-mind pops.

Steps to reproduce the issue.
Easily reproducible by playing as an empire with the Broken Shackles origin and annexing a machine intelligence empire.
