Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
As you can see in the attached screenshot, I have got 2 leaders their destiny traits, but the Vaults of Knowledge is at the base 5 unity and +1% leader xp when it's supposed to be 15 unity and +3% xp.

Steps to reproduce the issue.
Play an empire with the Vaults of Knowledge civic
Get a leader to level 8 and pick a destiny trait
Check if the Vaults of Knowledge building got its intended modifier

Having the same issue.

At first I noticed it when a hired a Paragon and it didnt get upgraded. Assumed the bug was just for Paragon Destiny Traits, but when I got a Level 8 Leader and picked a Destiny Trait it still did not improve.

The megacorp version also gives no trade value whatsoever, nor does it even mention giving any on the building itself.

I am also still having this same issue in 4.0.11

All DLC enabled
