In the old 3.14 Stellaris there was an item I could add to add storage to my planet to store more Minerals, Alloys, Food, etc. I think it was called "Resource storge". I can't find that in 4.0.8. How do I add more storage in the 4.x game?

Do I have to research Resource Storage first?

Build 1 of each basic district (energy, mineral, food) then build Resource Silos in each building slot.
I have already build 1 each of basic districts on every planet. I still don't see an option to build storage.

On my area of the planet screen, on the Surface tab, where I can build a mine district there is a message "Specialization Requires Mineral Purification". Do I have to research Mineral Purification before I add storage for minerals? The other districts have similar messages.

Districts need to be specialized to have buildings.
Build 1 farm -> specialize -> you get 3 building slots. Repeat for mine and generator and you have 3x3 building slots for storages.

I got it now. I did have to research the specialization, I just didn't do much mining research in this game because I had plenty of minerals in other games in v3.14. I researched the specialization, clicked the larger button to make the specialization, then when that was done I made a "Mineral extraction" slot, and after that I could add a Resource Storage to the planet.

I can also add Resource Storage to a space station before this point.
 
Districts have Tech Specialization requirements but Functional Architecture Civic waives them so something to think about next time you're creating a custom Empire as having -15% District/Building cost + Prosperity's perks is a huge early-game boost. Resource Storage can be built on Starports, the initial 6 Build slots on City Districts, Urban Zones(which can house ANYTHING) and any Worker District once its specialized.
