Please explain your issue is in as much detail as possible.
If you choose the origin "Fear of the Dark", you can ask the Construction ship to build Obseveration Post over the planet Haven, which will consume 100 Minerals normally, but when the progress bar is completed, Obseveration Post will not appear.

Steps to reproduce the issue.
1.Choose"Fear of the dark"and start the game
2.Select construction ship,Select "Build Observation post" and select the planet Haven(Do not right-click the planet Haven)
3.Wait for progress bar

I can confirm this, exactly the same thing is happening to me. Not sure if uploading my save too will be of any value (at work now...boo hoo) since OP has included theirs.

Mods disabled for me, iron man save.
