Please explain your issue is in as much detail as possible.
Leaders present at the start of the game have one fewer skills than their level, because they start at level 2 but don't receive the skill point they should have at that level. So these leaders have only 1 skill while their level is 2 at the beginning the game, and this deficiency of their skill is lasted until they are dismissed or retired or dead.
Is it an already reported bug?

Steps to reproduce the issue.
Just start with Vaults of Knowledge civic and see leaders present at the start of the game.

I spent my days reporting leader level bugs and always got hit by the "it got fixed" since 4.0. Yes some thing was fixed... but they introduced a new function to level gaining, didnt update all the cases, and it become obselote since they reverted back, but instead of using the good 3.14 leader functions, we got the wonky 4.0 one.
 
One page of bug reports every day - it's time for vacation! Ok, you don't have enough "workforce" to fix them now, why do you answer so rarely? Where are the devs marks "As intented", "In review", "Duplicated" and, of course, "Confirmed"? It feels like talking to the wall, big silent concreete wall, and that's frustrating.

Exactly, I lost motivation to even report (hard to find, non already reported ) bugs, I have to write to a dev diary constantly begging for something to get fixed. It would be so much better if somebody were checking it out. THere are so much people that doesnt even check whether it was reported or not and that spams the bug report forums, meaning my actual helpfull report doesnt get seen. Its infuriating.
