Description
A fleets sub-light speed is set to that of the fastest ship instead of the slowest ship

3.0.2 and 3.0.3

Please explain your issue is in as much detail as possible.
The sublight speed of a fleet is not consistently set to that of the slowest ship and thus is counter intuitive.

Steps to reproduce the issue.
1. create 2 fleets each with a single slow battleship
2. add 1 fast corvette to one of the fleets
3. have a race

To be more precise, a fleet will move to the next system when the first ship (read: fastest ship) in the fleet finishes entering the hyperlane, not when the last ship does. The actual sublight speed of a battleship doesn't change if it's in a fleet with a corvette, but a battleship fleet as a whole will move much faster across several systems if there's one corvette in it, because the corvette will reach the next jump exit long before the BBs do.

Fleets should probably only enter a hyperlane when the last ship finishes charging engines instead.
