After becoming Galactic Emperor and abolishing the Imperial Council, could no longer propose resolutions to strengthen sanctions, said I wasn't part of the Council

Please explain your issue is in as much detail as possible.
After abolishing the Imperial Council, I lost the ability to change sanctions to more extreme versions; for example, when I hover the mouse over Major Research Sanctions, a tick appears next to 'Moderate Research Sanctions' is an active resolution.
But below that, there's a red X next to 'Imperial Core is on the Imperial Council's.
And in an identical way, I can't strengthen Economic Sanctions, whereas Military Sanctions had already been maximised.
Steps to reproduce the issue.
Abolish Imperial Council; try to increase the severity of any of the sanction types
