After Reform Government one or more nodes disappear from Council

Please explain your issue is in as much detail as possible.
Have started 2 games since 3.10 release, one before adding Astral Rifts expansion and one after adding. In both games I'm playing a driven assimilator. When I complete the research for Galactic Administration (Civic Slots+1) and then Reform Government I lose one or more council nodes. The Open Council Position alert pops up, but as a Machine empire I can't add a leader to the council.

The Maintenance Protocols civic clears the Legion node

The Factory Overclocking civic clears ALL the council nodes

Steps to reproduce the issue.
1. Play the game as a Driven Assimilator
2. Complete the Galactic Administration research
3. Try to reform the government
4. Add either Maintenance Protocols or Factory Overclocking

I just had this happen too around year 2308. I even lost all 4 nodes, so it's just the Main Conduit left.
Got a notification I had a Civic point left, so added one for Government change and pooff 4 nodes gone.
 
Confirmed with a new game, debug learned all techs, reformed government with any new civic and it will kill your nodes forever ir seems (In my case the removed node was the legion node), I guess this is related to the new mechanic where your council positions (for normal empires) are reset when you choose a new civic, so you can choose at your liking, but when that was implemented someone forgot to take hive mind nodes into account, so the game "resets" your council positions even while being a hive mind, and since you can't select who fills the position, well... You get this bug.
 
New game in the new patch, tried with debug menu to reproduce the issue in the latest patch (debug all techs and reform government to see if the bug happens) but was unable to reproduce it using a hive mind, maybe with another civic, but at the very least the bug does not happen all the times you reform government with a new civic.

We require a save game to properly investigate the issue. Please attach a zipped save here, if possible.

Can confirm, two of my nodes disappear when I reform government, I tried with different civics to see if it was related to a specific one but seems to do it with all of them; version 3.11.1 however my game IS modded, nothing crazy just some extra music and ship designs from Endless space.

Not sure if sharing my save would help because of the mods and most importantly It's on the cloud so not sure how to get it

Can you double check if this occurs without using any mods?
 
Can confirm It's still an issue. Never used a mod for stellaris but it keeps deleting my Legion node when I select Maintenance Protocols Using the current Release of stellaris, Eridanus v3.11.1 (0a36)

Happened to me too today. I am playing on 3.11.1(0a36). I have attached a save that is just a couple of months before I get the tech unlocked. Each time I unlock the tech and choose my new civic (Unitary Cohesion) I lose my Regulatory Node. I tested with a few other civics and I seem to always lose the Regulatory Node. This game did have mods enabled before but I have tested with mods active and inactive at the time of the civic change and always got the same results. Hopefully this can help.

I'm getting this as a hive mind, it's very annoying.

aquatic devouring swarm, don't have Cull node yet. (i don't intend to continue that game now anyway)
node vanished with reforming government to add new civic, which was adding one mind, to already existing devouring swarm and stargazer civics.

only mod is a full top bar mod, shows all resources and research amounts (would be nice for an official option)

Cull node doesn't work anyway. At least not for me.
