AI will not launch an attack without having claims, causing machine exterminator empires to refuse to occupy organic territory. After declaring war, their fleets just sit idle without making any moves to advance or take systems.
At the same time, the organic empires also do not attack — even after 20 years of being at war, their fleets behave as if no war is happening, making no moves at all.
As a result, both sides remain completely inactive for 20 years of war.
The two nations in the image are at war, and the two screenshots are taken four years apart.
However, neither side has moved their fleets to the front lines, and the borders remain completely unchanged — both sides are entirely inactive.
Steps to reproduce the issue.
Playing normally, the player waits for the machine exterminator empire to declare war on an organic empire.
