Please explain your issue is in as much detail as possible.
The AI construction ship is stuck repeatedly trying to construct an observation post over Haven (Fear the Dark Origin) When under player control you can attempt to build an observation post over the planet but it will stop once it reaches 100% and moves on to the next order, the AI will not move on, instead trying again and again to build it.

Steps to reproduce the issue.
Observe the AI with Fear the Dark Origin/attempt to build an observation post over Haven with Fear the Dark origin.

Yes, that figures. I tried to build one, the minerals were taken but on 100%, no observation post appeared. Maybe you aren't supposed to be able to build over Sanctuary, which figures and also explains why the automated constructor keeps looping.
