Please explain your issue is in as much detail as possible.
AI Lithoid Calamitous Birth Terravore empire does not use any colony ships at any point of the game. Played up to the year 2250 on Observe mode and noticed this.

Steps to reproduce the issue.
Create an Empire with the above civic/origins combo and observe.

Thanks for the report, we will investigate this, but just on the chance that you know, they did have the resources and budget for this colony ship, right? They were not building it even with the required resources?

That's right they did have the Budget for it. Hold on a minute, i'll edit my post and include a save file for you.
 
Yeah, the ai seems to always wait for almost perfect habitability, meaning it is very common, that it leaves most of the habitable planets most of the game uncolonized, despite even bad hability still being worth it.
Lithoids have this double hability. The lithoid trait and the normal habitility trait. For some reason they still seem to tend only to judge after the normal hability trait which planets to colonize instead after the addition of both traits.

Popping in to support the cause, just created a calamitous birth terravore empire and was disappointed when they sat around doing literally nothing. Terravores waiting for good habitability to permanently "colonize" is fine, but their shtick is supposed to be eating planets that are undesirable to them, and in the case of calamitous birth, rapid-firing seeds of said planetary destruction all over the place.
