Please explain your issue is in as much detail as possible.
The bonuses provided by chancelors, the Supremecy Tradition regarding ship build speed, Ship build cost and ship upkeep are not shown/ applied.

Steps to reproduce the issue.
Start a game and get one of the Traditions and/or chancellors with respective leader trait

This is also happening to the gestalt council Ship construction focus 1/2 is not applying a 5/10% cost reduction

does not work for me too:
attached save file "une.sav" shows that discount for ship build cost does not apply
save file "com.sav" shows that Unyielding/Fortress Doctine (-50%) discount does not apply to upgrading starbases
