Please explain your issue is in as much detail as possible.
No matter how many vassals I have, I can never make them a Prospectorium. I have no problems with Bulwarks or Scholariums, they accept it with slight term modifications, but I have tried literally every combination for Prospectorium and they won't convert.

Steps to reproduce the issue.
Try to make a Prospectorium vassal.

Yeah it seems to be an issue with the calculations for acceptance, no matter what no empire will agree to become a prospectorium.

Also saw that. Gave my vassal more planets and systems, but no matter what, they refused becoming a prospectorium.

the suggestion that other already made , is to spam-propose the change , it will cost you influence but if at some point the AI doesn't have the influence to refuse , they will accept it.

There is a cooldown on how fast u can propose.

Please explain your issue is in as much detail as possible.
The vassals I attempt to convert always have a ridiculously strong negative acceptance score when I select Prospectorium.
This only applies to Prospectorium, Bulwark and Scholarium can mostly always be negotiated into positive acceptance levels.
The screenshot is as close as I have ever gotten and I am still at negative 74 acceptance, even when every single setting is maxed out towards vassal's benefit.
