Please explain your issue is in as much detail as possible.
I was offered a research agreement and commercial pact by a scion empire, which I accepted. Later on, I decided I wanted to end them, but I was surprised when I went to the diplomacy screen that the option to break the agreement was grayed out and the tooltip says "Empire must be independent" or something to that effect. It's frustrating to now be locked into those agreements, and lose the influence that I'd like to have back. I can't easily break it by declaring a rivalry or declaring war either, since the first is precluded by the scions being a vassal, and the second being difficult because I don't want to face their massive scion fleet. I've heard of others having a similar issue as well.

Steps to reproduce the issue.
Accept agreement with scion, try to break it.
