Civilian ships stuck on loop while Evasive

Synthetic Dawn, Utopia, Leviathans Story Pack, Apocalypse, Megacorp, Distant Stars, Ancient Relics, Federations

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Sometimes, when a Civilian ship (Science or Construction) is in a sysstem where an enemy fleet appears, the Civ ship will try to escape, when come back to either star base or colony, then escape and so on.

No screenshot, nor would that help, I would need a video.
