By being an empire that goes clone fertility and you have a pop that is clone potential the pop will not decline.
Steps to reproduce the issue.
1. Have 2 empires with the clone army origin and have one go clone fertility and the other clone potential
2. Have the 2 empires have a migration treaty (or any way to get the species to transfer between each other)
