Stellaris Console Deluxe Edition PS4 - Accessing piracy tooltip disables d-pad (game unplayable)

Issue: Accessing the piracy tooltip using the method below disables the d-pad, making the game unplayable.

1. What platform are you using?
PS4

2. What version of the game are you using?
Deluxe Edition, V:Le Guin v2.2.7.0.47035, R: 02.03

3. What DLC do you have installed?
Deluxe Edition DLC only

4. When did this start happening?
All the time

5. Can you replicate it, if so, please explain how

1. Open the trade route map as normal.
2. Press Options on the controller to bring up the pause menu.
3. Press Circle to close the menu, then press Circle again to cancel out of the left-hand sidebar.
4. The cursor can be used to move around the Galaxy and see the piracy tooltip by hovering over the red skulls next to individual systems. However, the only control options available now are moving the view around and advancing time. The d-pad is disabled meaning the game is unplayable. Fortunately the pause menu still works so it is possible to re-load.

6. Does this happen on all saves or just specific ones?
All

7. What steps have you taken to try and solve this yourself (reinstall, Google error code etc)?
Load earlier saves

P.S. This is the only method I've been able to find so far of viewing piracy values for individual systems :-(

If there's a better way I'd be grateful to hear it!
