Stellaris Console Update Broke Scaling Setting

Hello,

As you or your buddy may have noticed on the starting setting screen, the options to select the On/Off setting for scaling are now not working and are stuck on OFF for Stellaris Console Edition.


Please review.

If only were we at 3.9. I'd happily take no scaling as a trade-off.
