Please explain your issue is in as much detail as possible.
Several of my systems are stuck in a permanent survey loop. My science vessel will move to one planet, "survey" it, then move to another planet in the system and "survey" it, but no planet actually surveys. I have no problems with any other systems in the game, but these systems do have Ketlings in them. I've already completed the quest for them a long time ago, but they've never progressed and I can't make outposts since the systems aren't surveyed. I've tried swapping the science vessels, quitting and reloading, manually and automatically scanning (auto scan is how I found the loop), and nothing seems to progress or fix them. My vessel does gain experience, however, like it successfully surveyed a planet.
Steps to reproduce the issue.
Any time I move a science vessel into one of the systems and attempt to survey, it does the same thing 100% of the time.
