What expansions do you have installed?
All of them. Every single one. Even have aquatic species stuff on my steam wishlist.

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
After setting a ringworld segment in L-cluster as empire capital, the Core sector does not cover all systems in L-cluster, even though it should.

Steps to reproduce the issue.
Colonize planets in L-Cluster
Build Ringworld in L-Cluster
Set Rignworld section as empire capital
