Please explain your issue is in as much detail as possible.
A vassal of federation member is a member even though federation law "Can subjects join" is set to "No".

Steps to reproduce the issue.
- Created federation with another empire
- Other empire made protectorate of a smaller empire
- Enacted law to disallow subjects as members, protectorate kicked out as expected
- Added third empire with vassal as member, their vassal is now a member even though law banning subjects as members is enacted
