One of the traditions in the Diplomacy tradition tree applies a +5 acceptance modifier to all diplomatic interactions with the AI (Eminent Diplomats). While this appears to be intended to make it easier to make pacts such as non-aggression, commercial, etc., it also applies to trade, even if you are not offering anything to the AI in the trade deal. Consequently, you can use the +5 modifier to siphon resources off of any AI that is willing to trade with you at no cost other than the effort to repeatedly send trade requests. This also allows the player to effectively discount the cost of diplomatic favors half by buying them 1 at a time. This modifier should probably either not apply to trade deals or have a minimum offered trade value before applying to prevent players from exploiting the trade system.
Steps to reproduce the issue.
In a game, take the Diplomacy tradition tree and unlock the Eminent Diplomats tradition that grants +5 to diplomatic acceptance.
Open a trade with any empire willing to trade (i.e. not a rival, suspicious, purifier, etc).
Request resources with a value of less than 5 acceptance but do not offer anything and send the trade offer.
The AI will send you the requested gift.
