Please explain your issue is in as much detail as possible.
The list of empire focuses is now empty, yet most of them was level 3-4 tasks. I am playing a genocidal empire so I would expect some tasks to not show up but not to the point where I am stuck at level 3-4 of them.
Steps to reproduce the issue.
Load the save and check the list of empire focuses.
