Enforcers have a permanent -75% happiness from "specialist"

Steps to reproduce the issue.
I have absolutely no idea.

This modifier is supposed to be for the dystopian society living standard only (under this standard enforcers, telepaths, and colonists get an extra -75% happiness when their planet has negative amenities), but for some reason the modifier is triggering for other living standards too. If you got your amenities to a positive value, you would see the -75% disappear, but it's a bug that it's being applied in the first place.

Come to think of it, the modifier on the line above that (Specialist: +10%) is also incorrectly applying the base value for Dystopian Society instead of the +5% that should be applied under Decent Conditions (which we can see in the screenshot is the living standard that should be being applied).
