Please explain your issue is in as much detail as possible.
I have 2 existing fleets. On both the "fleet manager" button is disabled and it is presented with the message in red "Not the owner of the fleet". If I open the fleet manager i still can't interact with those fleets

Steps to reproduce the issue.
Observe: pick either one of the existing fleet and try to open the fleet manager to interact with the fleet
OR: Open the fleet manager, try to find either one of the fleets

I have no idea how this could happen, but I found the way to overcome it. You need to split each "broken" fleet with the "Split Fleet" button in two new fleets, merge these new fleets with the "Merge" button into one normal fleet, and then in the fleet manager adjust its size.

It happened to 3 of my 4 Bioship fleets around the time the Galactic Community formed.
