This looks more like a game/Windows issue than a launcher problem.

What happens when you run stellaris.exe directly from File Explorer? Any Windows error rhow then?

Your error code translates into 0xC0000135

Which, according to the Microsoft documentation means STATUS_DLL_NOT_FOUND

{Unable To Locate Component} This application has failed to start because %hs was not found. Reinstalling the application may fix this problem.

In other words, the game needs a DLL which is not present/available on your system. Likely candidates for this are either the microsoft visual c/c++ runtime library or directX.

Indeed. Running stellaris.exe directly will probably call out the exact DLL missing.

Or you could just run these installers
And run the x86 and x64 installers there.
