Please explain your issue is in as much detail as possible.
I have a Hegemony which I did not found, but I did take over. Whenever I conquer factions to force them to join they automatically leave. I don't get a notification asking if they can leave it happens on its own. Makes the Hegemony completely redundant.
Steps to reproduce the issue.
Get any faction (that doesn't like me) to join the hegemony.
