Please explain your issue is in as much detail as possible.
Upon reaching level 3, my bulwark's basic resource subsidy was set to 160% of my base monthly income.
In addition, my second vassal, a level 3 prospectorium has gotten a 160% subsidy on research.
Whenever I try to negotiate terms to maybe fix this, the game crashes.

Steps to reproduce the issue.
Get a Specialized vassal to level 3, whatever resource you are inherently obliged to provide to the specialized subject should jump to 160% immediately or within a few months.
Try to negotiate terms.
Game crashes.

I'm having the same issue, playing as the prospetorium to an AI faction. Once I've reached Tier 3 research contribution shot up to 160% and the game crashes if I try to open the Terms Negotiation window.

No, no AI scaling whatsoever.

I too am experiencing this as well, got a level 3 prospetorium and the research subsidy went to 160%. Also experiencing the crash when attempting to negotiate terms. No AI scaling.

Yeah it's a weird mistake in "common\agreement_term_values\00_agreement_term_values.txt":

@set_factor_0 = 0.15
@set_factor_0_neg = -0.15
@set_factor_1 = 0.30
@set_factor_1_neg = -0.30
@set_factor_2 = 0.45
@set_factor_2_neg = -0.45
@set_factor_3 = 0.60
@set_factor_3_neg = -1.60  <-- should be -0.60 for -60%

Just tested what would happen if I corrected that value. Game did not crash after the correction when I went to negotiate terms and the the subsidy returned to it's expected amount.
